Wow. Unbelievable. So Kline asks the same questions that we the taxpayers have asked and rather than answer him they decide that they don't actually need the court's approval. Kline got the same answer we the taxpayer received - no answer. How is that possibly legal? We had no public meeting to discuss the agreement to assume this burden and we had no proof that the bill was owed. Fuckery. Pure fuckery.

I suspect that there are some important local people at the center of this controversy who would just like it all to go away before they are charged with something.

There's more here that's dirty than the embezzlement that brought it to public attention.

I agree 100%. It's funny to me how not one person that should have been held accountable is or has been held accountable, employees, the board, the solicitor. All of these people had to know or had a hand in how this mess happened, from the money being sent wrong to how did this guy steal all of this money. if you figure out the first, you will have the answer to the 2nd. shoddy, lazy and greedy is how this happened.

The reason why the "signed" underpayed decided not to go back to court is the fact that they know they would lose! Get off your high horse MS BRIGHTBILL and look into what really needs to be done here! There is no way this mess will hold up in a court of law, NO one can prove that any Township/City/Borough was overpaid/underpaid! Stop this matter now, as you all are spending tax payers money, when there is NO money to be spent!

Annville-Cleona School District and Mount Gretna Borough both acknowledged they were overpaid during the years in question.

Mount Gretna Borough signed because they do not want anyone poking around in their books. It was easier to piss of the residents, and increase their HOA fee then it was to let someone else look at their books.

For MTG homeowners - the HOA, led by (wait for it) Kathy Snavely, lovingly increased the HOA fee by 150 bucks in order to give the borough an extra 35k, all at the same time the Borough increased their budget from 150k to 200k and recognized a decrease in EIT from 80k to 25K and shelled out 10k for overpayment. If you can keep up with the shell game perhaps you can tell us where the money is.

How could they get the payroll records of the residents of these two entities for the 4 years in question? Isn't that private and confidential information? How could they know know who moved into and out of the borough and/or district; who got fired, who got hired, who died, who retired? The answer to these questions is there is no way they could compute EIT for those 4 years.

They were paid a fixed percent of the total pie so they could not have been overpaid, by definition.

Besides it doesn't matter. What judge Kline saw and any other judge will see is that the M & A report which was the basis for the Grumbine Plan is irrelevant because EIT funds were distributed as a varying but fixed percentage of the total to each district. That was the methodology used during those four years. It was legitimate, known by all parties, audited, and was never questioned. It was a correct and accurate distribution methodolgy and will shown to be such if the "free lunch crowd" pursues this folly. It is plain and simple and clear. Don't throw good taxpayer money after bad.

Where is George Christianson when you need him?

We have alot of honest people that have been implicated in this RIP-OFF of the tax-payer money. Has a feeling of fuckery to the tax-payer.

i'm sick and tired of all of this crap. over 4 years ago a man was fired, he took his life and it was said he stole almost 1 million dollars. since that time it was discovered the the employees seriously, seriously, seriously were remiss in their duties. they were getting paid to do a job or jobs that they obviously did not do because had they done them properly there is no way that man could have walked away with all of that money. i'm sick and tired of seeing the former EIT board, it's president and its solicitor just go on with their lives as though nothing has happened when all of them along with those employees are responsible for this mess. i'm tired of reading in the paper how the eit is chasing people and entities that had nothing to do with this mess and wasting more tax money in the legal process to chase these people along with helping to ruin the lives of those people, again all the while the board, the president the employees responsible and the solicitor go on with their lives untouched. i'm sick and tired of one township/school district fighting with another AGAIN due to either the intentional acts or serious neglect on the part of those mentioned. this entire county is paying the price for the actions of but a few and those few are allowed to hide in the shadows, live their lives and just sit back and watch. something needs to change, people need to ask questions, especially those fighting each other. get the answers people but stop this bickering and dickering back and forth. there are but a few guilty parties and i have yet to see their names smeared in the public light as i have seen the name of the widow, one poor soul that worked there and did not even work on the side that was a mess, the former auditors whom i understand could not do their jobs and tried to tell someone because the records were such a mess. again why are they going after innocent people when there are so many that need to be looked into? stop wasting time and money with this crap and go after those really responsible. you might not get your money back but there might be some true justice for once.

I am not convinced that Foltz committed suicide....His death needs further investigation. By a source outside Lebanon County....Not saying That we can't trust the local law enforcement. But....WE CAN'T TRUST THE LOCAL LAW ENFORCEMENT LEADERS....they are sucking up all the local embezzlement money.

Oh, there are many that believe Foltz did not take his own life. But you're right, as long as this is worked through the Lebanon County system with Lebanon County crooks, the truth will never be foundout. I havce never in my life seen a place where the obvious guilty parties are so easy to be protected. i thought the justice system was to get the bad guys?
