They need to be giving training, constables are very valuable if there supported and have the correct traning, just because one person messes up doesn't make then all bad.

The counties need to step up and allow them to do their job with support from their county and the people that elected them.

You got one example of a constable doing wrong, just look at all the other jerk-off cops that are in trouble in just your county, that's what all that super training has gotten you. Yes something needs to be done with all those clowns and losers alright.
