What is "Court Referral" or "Color Code"

I have a relative who may soon be sentenced to Jackson County's "Court Referral Program" for Public Intoxication. This was a one-time incident and I believe this is unnecessary, but can anyone tell me what to expect? Is is the place fair or helpful to most people?

Color code is a severe violation of the U.S. Constitution and 5th Amendment rights. All counties in Alabama that use this system are an embarrassment to Alabama and the United States of America.

Looky here looky here, one of the pot heads thinks he's got a law degree. The only people I've seen in that court ordered program got there because they got high, did something stupid and then got in trouble. No one cares what you do in the privacy of your own home but get in trouble and blame the drugs and you get what you deserve.
