Sue the greedy landowners First.

Stick them for legal costs when they (almost certainly ) lose.

Check the tax rate .
5900 acres is probably undertaxed .

We need to get this issue in front of more people, as soon and as often as possible.

If the landowner family with the possible lawsuit about damages due to reservoir water levels gets what they are blackmailing to get, the officials involved should face public malfeasance charges with fines and jail time.

In my opinion...
