court hears again if life sentences mean life

I am a taxpaying citizen who doesnt really understand a few things and would also like to express an opinion.
I read an article in the Gaston Gazzette on Feb.15,2013 and I have seen many articles on this subject in the past year.
North Carolina court is trying to decide if LIFE means Life for Criminals based on the laws they were punished under.How do people "politicans" change laws at will. If this is law at time of sentencing the courts should abid by it Right? Law is Law. And if not why is citizens and patriots suppose to follow rules and laws when law makers don't follow their own rules adn laws. How is it possible for politicans to change law as they see fit? As a citizen I am suppose to follow rules and laws but the great people who are suppose to uphold the law can just do whatever they please. I fully understand the concerns for society and that brings me to my next question. Most if not all Facilities in North Carolina are called "Correctional" so if you are suppose to send these men and women to these places for rehabilation if the powerful men and women politicans and other government departments of this great state doesn't trust it's own system. How and Why should the citizens of North Carolina trust the system. And shouldn't there be more effort to rehabilatate these men and women instead of cutting Department of Public Safety Budget. It cost more to keep these inmates then it does to help them I am sure.
This people "inmates" that are under Old Law meaning before the change Oct. 1, 1994 are costing taxpayers millions of dollars but instead of obeying the laws North Carolina politics keep them there when thats is money that could help rehabilitate other inmates. No you matter what some people are just bad born and raised bad but some make and learn from the mistakes they have made.
So how do you make decisions about a persons life you have never met or even spoken to? That should be a Question for North Carolina Parole Commissioners. Shouldn't it be mandentory that these commissioners have to face these men and women talk with them before making decisions that will affect their lives and the the taxpayers dollar.
I know all this government officials are very busy people and some do the best they can and some are just there. I am not anyone of importance just someone that would like to make sense of our great nation and our laws that everyone has to obey except the ones who are suppose to uphold laws new and old...
