Consolidation is a bad idea. The city needs to be kept separate as their problems seem to revolve around poverty and slow/no growth. Government is practically the only business in Brunswick and now that the recession is putting the brakes on any growth there it is best to keep Brunswick separate to avoid the distraction their social problems would cause a consolidated government.
