Tommy Gear is not going to entertain Kaine on this one. Morgan can't be reached for a comment as Norment. Kent Wills feels this change will not affect the people. My concerns on this is KAINE himself. He was lazy signing many HB's...Guns is another one.

Kaine is a big disappointment and has been since he entered office. He knows about as much as the TA etal do about the First Amendment- what they interpret the First to be.

Another concern of mine, Kaine wants the people
to cower, belittle themselves, Troy I am sure, supported Kaine and has dangled on the fence regardless ofwho is Gov Dem/Rep.

The reporting in this article does not tell everything.

Governor Kaine has not weakened the house bill. His recommendation is the right thing for "ALL" the people, to protect “ALL” the people of the State, petitioners and officers alike. The house bill is better than what "the people" had just a year ago.

The house bill wording essentially is all still there, just an elimination of redundancy. "No person who signs a petition for the removal of an official pursuant to 24.2-233 or who circulates such a petition, shall be liable for any costs associated with removal proceedings conducted pursuant to the petition including attorney fees incurred by any other party or court costs; provided, however, the court may assess costs upon a finding by clear and convincing evidence that the petitioner acted with a malicious intent to harm the officer.”

Again stated, it protects "ALL".

Bill, you are seeing what you want to see. As the situation is now, Troy is trying to put the burden of proof on the 40. We should not have to fear petitioning out government and if we have to fear that some crackpot lawyer and judge is going to figure out what my state of mind was when I circulated a petition, then the petitioners are where the 40 are today. The wording was taken out for just this reason.

His buddies have encouraged him to have it put back in.
By all means Governor, make sure the lawyers get paid, but to hell with the citizens rights.
Politics and lawyers make me sick.
