see CASA is only used to getting money from the State. This paying out money is kind of foreign to them.

Isn't that sort of like suing for being denied the right to have a parade, but you haven't yet paid for the permit to even have the parade..

seriously, CASA only wants to study those files to find loopholes in the system. So they can exploit our laws to hide illegals in plain sight.
