"Unfortunately, not all of our community members are able to begin taking steps on a path for a bright future. In Franklin county 7 percent of our residents 25 years of age or older have less than a 9th grade education, and 21 percent do not have a high school diploma or GED. Scholastic achievement has not been a milestone for these individuals."

Maybe they should have taken advantage of the free public education that is provided to everyone.
