Why does John Hart's name keep coming up as County Administrator, but yet they say he's NOT the county administrator ?? What goes ?

Why would any contractor want to bid to replace a condenser with a new condenser on an old system. The value for the $$$ would be to replace the obsolete system. New on old, warranty issues...
