Why is the justice system so Good to killers in Franklin County?

I hear of some unreal plea bargains for those who plead guilty to causing the death of someone for example in a DWI case or even beating death of a child?
Is this some trend for Franklin County in Missouri?

some people are never even charged with murder, even though the entire county knows who they are and that they are guilty. look at the stanley messex case, which is a "cold" case now. in other words, it has been forgotten, filed away as history, as if the guy's life didn't matter. it did matter to his loved ones. anyways, it looks like allowing the murderer to remain a free man would put everyone else in jeopardy, what would stop him from murdering the next person he gets mad at?
