No, the sky isn't falling -

What's "wrong" is when people get a dog and then turn him into a lawn ornament by chaining him to a tree, or other structure - and then don't give him the time of day.

I agreed you should not turn your dog in to a lawn ornament but when small children are around then the dog should not run free where he/she could hurt the kids.

It's abusive to chain a dog 24/7. It needs to stop and the commissioners need to stick with their original changes of the ordinance and not back out of it. There are alternatives like fencing.

It is not fair to a dog to chain him up. Dogs do have emotions. Studies show that chaining a dog causes aggression. I just saw a child at McD's with stitches accross his face, 35 to be exact. He fell off his bike in neighbor's yard where the chained dog could reach him. He was mauled. Dogs who are chained are not taken proper care of. I believe it is neglectful. You might as well pay the small fee to take him to the Humane Society and give him a better life in someone elses home. I have 4 indoor dogs and children. My dogs are child friendly. If I need to remove them from the main living area, they simply hang out in the bedroom. Crates are also a fine idea as long as the dog has potty breaks and play time. Fencing in a yard is fine as well if he must live outside.

Folks that chain dogs up are lazy people. They are the kind that don't like responsibilities, and will allow a dog to suffer just so they can tell others that they "own" a dog.

A chained dog will make that dog suffer, and vicious. A chained dog begins to protect "his" property - be it only a circle of dirt but that is "his" domain. That is why so many chained dogs attack when approached.
You can turn a nice dog into a vicious dog just by chaining him/her up and waiting - eventually the "protectiveness" and "viciousness" will show through.

It is cruelty - any way you want to cut it.
