It does not consider the myriad of other factors that might result in someone living in a small apartment with no electricity and water.is it fair you live in a big house breaking the law while others live leglly in a small apatment with no electricity and water.
For example, an alcoholic that has never broken the law can still ruin his life and end up in a small apartment with no electricity and water. Is that fair?
