Governor says bill Kansas House is debating to allow coal plants is 'DOA' if it passes

Gov. Kathleen Sebelius declared Wednesday that an energy bill before the House is dead on arrival if it reaches her desk because it would allow two coal-fired power plants in southwest Kansas.
