The key word here is suitable.
The commissioners need to do their job in helping the Health Department protect the health of its citizens. They weren't elected to see that everybody gets sick.
Maybe they ought to do like Kasich wants and outsource everything - including the Fairfield County Commissioners!(I can just see them voting themselves out of office to be replaced by private enterprise!)
Do what you want, folks, but give us an efficient department that works and has the tools it needs to protect us.

Remember folks, the "county" health departments are a bit of a misnomer. They are not under the jurisdiction of the county Commissioners. Local health departments have their own separate form of governance aside from the County government.

Without doing much research, I must admit, it appears that the State of Ohio is creating an unfunded mandate to Ohio counties to house an agency that is not officially part of the county government.
