Dog Attack

My dog was attack badly today by another dog, Pitbull. I want someone to help me understand why Fairfax County police or Animal control won't give out warnings to the neighbors. I was walking with my dog and little niece (4) and nephews (2) and 10 months. The dog was across the street and the dog ran out of the house starting attack my dog. This dog got my dogs face and she started bleeding. The owners didn't come out of the house per say after 10 mins trying to get the dog off of my dog. I also had to protect my niece and nephews at the same time. The owners didn't come out to see if we were ok or my dog. They just called the dog home and shut the door. Like nothing really happened. So not trying to get upset with complaining, I want someone to help me understand why calling the police or animal control isn't a good idea even though I did that and they can't do anything. They can't give out warnings.
