Wasn't Tully basically a contractor since he previously retired though?

I don't know how it works with the city, but I usually have to pay a contractor more than an employee because I'm not paying any benefits to the contractor. So Burgess might get 130K + a 25K package in benefits or something. Still not the same number as Tully, but a little closer.

Tully also worked for free for six months or so. I don't think the city can say "hey, we're adding to his pay to make up for the 6 months he worked for free!" but they probably did up the number a bit to make up for that.

when tully came to carlsbad, from i dont know where, he started at the carlsbad caverns, then became a city cop patrolman, then detective, then city administrator, but at that time he wasnt making not even 1/2 that much , then he retired, then came burgess and then he flew the coup, and tully,[ supposedly ] volounteered for free he,s services,to replace burgess, and no telling what he found out in his return, and then came the $200 thousand plus contract for one year, EASY AS THAT, NOW LARRY BARKER , DARN IT WHEN YA COMING DOWN HERE PAL?????? surely somoeone out there that got arrested by tully has enough balls to call larry barker, or a tax payer that has had enough to call barker..

You have got to be kidding me! This clown resigned from a Carlsbad bank, before being fired and the only reason he was hired at Intrepid is because he is a mormon. He had ZERO experience as a human resource director, yet was hired as one at Intrepid and he has ZERO experience as a city manager....unbelievable!!!

Steve was not hired by Intrepid has a HR director. He was Manager of the Customer Service Dept. He was never in HR at Intrepid. If they would just hire morons to manager positions, then you should apply. You would he a fantastic hire. I always thought that people were hired to better the company but I look forward working with you Carlsbad Resident. Excited to see how your moronic skills can be put to good use.

Well I hope you does something about certain Carlsbad good old boys, buying bunch of water trucks pulling up to city fire hydrants tanking up full of city water for free.
And then selling it to the oil companies at a huge profit, city official insiders crooks making a lot of money off of city water.
Insiders they claim the water they are using is not usable B.S. a lie.
That's why they have water restrictions to have more water to sell to oil companies.
That city water field that was conveniently contaminated by the oil companies, that was a convenient accident Congressman Heather Wilson let them off the hook, then the oil companies turned around and sucked that area dry now they are after city water and they are getting it,
Bend over Carlsbad.
Why don't you people of Carlsbad understand that these old f===s only have the power you have given them. You're afraid to take action against the city because you think you'll get in trouble, but you won't if you form a GROUP OF CONCERNED CITIZENS, elect officers and start conquoring the nepotism, hidden unlawful activity, and sucking up syndrome. FEAR HAS GOTTEN THIS TOWN WHERE IT IS TODAY!!! Give up your fear and show your children what it means to be their hero.

$200,000 is too much, stop this now. Look at all the bad streets and the speeders all around town during the rush hours by the oil business.
