These ED initiatives are somewhat of a help to the un- and underemployed in the areas where they are located. If the state really wants to help boost general employment it will devote money to retrain workers - especially older workers who have been laid off from industrial and other blue collar-type jobs. There are thousands and thousands of 50-ish boomers out here getting laid off and are unable to find new employment due in large part to not having updated skills.

Your 50ish boomers are the ones running these companies...laying off boomers and replacing them with Gen-Xr's at 1/5th the pay.

A larger part is the higher cost of medical insurance. Everytime a boomer has a heart attack the whole companies insurance bill goes up.
