Has anyone been charged in this shooting? If not why? Why was a handgun left down to where children could get ahold of?

I know the woman lost her two other children.The 5 year old and a 2 year old daughter.From what I understand the mother didn't know there was a gun in that room.She was at her mother's house.I was told the boys wanted to go into a 17 year old's room to play a game.What I would like to know,if that's true,what is a 17 year old doing with a handgun?I can see a hunting rifle.The mother herself wasn't raised in the best of homes.
