No doubt the Commissioners need to ask for FULL REIMBURSEMENT but since they PUT THE TRAIN ON THE TRACK, IMO,throwing them under it doesn't sound like too bad an idea.

Time and date, so we can verify those employees' payroll records to see if they were on "our dime" at the time they were seen in the janCare vehicle...or if they were just "moonlighting." (Still shouldn't be in our DCAA uniforms if so..I would think not wise.)

Maybe it's time some of the concerned citizen volunteers might like to do a little investigative "surveillance" with camera in hand? It's a free country... no law against being an "ambulance chaser"... or in this case an "ambulance follower" LOL

Surely some folks out there would like to drive behind these vehicles and see what their "typical" day is like... a day that is SUPPOSED to be for the purpose of providing the "best patient care" TO DODDRIDGE CITIZENS ... or is it perhaps Marion County citizens now?

They sure don't do us any good when they aren't in Doddridge when we may need them! Next they'll probably be taking private citizens to their doctor and dentist appointments? Or maybe taking them to the grocery store to shop. lol anything to "cop a fare" LOL

Hell, it sure seems like they are venturing way beyond their original purpose, so why the heck not! LOL

Seriously though, I sure hope this unit 606 in Marion County doing a JanCare run doesn't turn out to be a real sighting! lol

Hell, the paint isn't even dry on the DCAA signage on sides of our leased vehicles and already they need to be repainted to change them to be Doddridge County JanCare AA???!!! LOL

Wonder how the non profit ambulance services feel when they find out that they are in COMPETITION with a service that doesn't have to make a dime to exist or get their payroll paid?????

The transport runs are the bread to the e run's butter for the private not for profit ambulance services ----

Wonder how ling it is going to take for them to begin complaining to the state ---

IN MY OPINION... we are now at the point (in the DCAA's short but controversial history) to safely say (without seeming unreasonable) that the DCAA Board, Donnie, the two commissioners, plus the “ousted one,” have all found themselves standing in deep “do-do.”

IN MY OPINION, they have screwed this whole little venture of theirs up soooooo badly, wasted so much of our tax payer dollars, made so many careless and STUPID mistakes, overlooked so many important things (such as legal requirements, protocol, procedural policies, accountability issues, etc. etc.) that they are now implementing very desperate measures just to stay afloat and be solvent.

IN MY OPINION, it also appears that the DCAA has moved beyond their normal state of being constantly in “spin mode,” constantly “running damage control” and/or constantly “back-peddling”(however you wish to describe it.) They have now moved into the state of “survival mode.”

IN MY OPINION, this means that they can now be describe as being in the “anything goes” state of operation. They now find themselves desperately trying to save face and taking whatever absurd measures are needed in order to keep this little fiasco of theirs (known as the DCAA) from going under.

Because, IN MY OPINION, their demise would certainly validate all the warnings that were made by those of us who were in opposition to a government-nanny squad from the very beginning. All of us who warned them way in advance that the county simply COULD NOT afford to run its own fully-funded government squad on the taxpayers’ dime.

So,“Just Me,” your suggestion that "Donny baby's job revolves around DCAA coming with him) does not sound far-fetched at all !!! IN MY OPINION, they plan to do whatever it takes to keep from being an abysmal failure and thus proving what so many of us knew in advance: A government (fully funded) ambulance service CAN’T WORK in a rural county as small and as poor as Doddridge.

A sad state of affairs for the citizens of this county to have had all this dumped on them with the expectation that we all will “pick up the tab” for this little “fling” at the big time. Wannabes. And all because of a few big egos who were behind it, and a LOT of vendettas and misguided agendas at play from within.

So, when will "patient care" for the citizens of Doddridge ever come back into play? That is, assuming it ever really was "in play" in the first place!

Been pondering the situation regarding Donnie's departure as the DCAA director....

If he is resigning as DCAA director, but is staying in a lesser role as one of their paramedics, will he be given one of the ambulances to take home at the end of his shift each workday, like he was allowed to do with the "chase" vehicle? LOL

Will JanCare be subbed out to do the "administrative tasks" of running the DCAA, in his absense from the director's position... and will the county still have to pay the DCAA employees from the taxpayers' money, thus giving JanCare the "gravy" portion of the whole operation so that they can make money on us?

Just my own ponderings folks, based on what I observe of the previous operating history of both the commission and the DCAA ...and IN MY OPINION... their pattern of foolish and irresponsible management decisions during the entire venture thus far.

The employee was Dale Casterline and he was seen at UHC getting OUT OF A Jancare ambulance in DCAA uniform around 1000. There was also a DCAA box truck 605 at UHC. When it departed from UHC Dale casterline was not on it. The crew on the 605 was Montana and a unknown female. Jancare is also reported to be turning over dialysis transports to DCAA when they do not have any trucks available, this would explain why 606 was seen in Fairmont.

So I guess that OUR EQUIPMENT is being used and we are PAYING HOURLY WAGES w/BENNIES for the DCAA to make runs for a PRIVATE AGENCY ---

I also heard LATE last night that Donne leaves as director on the 25th.(He emailed his resignation on the 2nd)

The DCAA will be holding a Special meeting to hire a temp director from within on the 14th and then expect the CC to change their agenda for Tues. evening to add an EMERGENCY ITEM so they can approve the temp director ---

What a hoot -- the DCAA BOD KNEW on the 2nd of March that Donnie was quitting and waited until the last minute to meet and now they expect the CC to jump to emergency status to take care of this fiasco an EMERGENCY THEY HAVE CREATED?

I find this all quite amazing. I asked for the position description for the Executive Director (Donnie Lindsey) several times: Clerk's office - they didn't have as position description for him; and then asked Barbara Knight and she responded that the DCAA did not have one for him, but what she did give me was the narrative that was put in the newspapers to advertise for the job as the only information they had on the position.

So how can they modify something that doesn't exist. It is like multiplying $100 by zero; the answer is zero.

That's like when I asked a few months back for a copy of Mr. Lindsey's employment contract and was told that "there was no contract" and yet the commissioners had been saying all along that there was.

Not to mention the fact that at the same DCAA board meeting, I looked the members of the Board and Donnie right square in the eye and asked them what was Donnie's salary? And they refused to answer that simple question ... how much are you paying him...that's all I wanted them to tell me.

He's a county employee for God's sake, paid by our taxes, it has to be disclosed! Yet instead of tellin me, someone on the board blurted out .... "FOIA it! " Why make it so difficult to obtain info we are entitled to?

In my opinion, is it any wonder why concerned citizens are so angry and are getting so persistent in trying to pull out what is supposed to be PUBLICLY disclosed information from these folks?

I don't believe in replacement, or leadership, I believe in disbanding the whole situation and doing whatever it takes to make this happen. These Commissioners have held us hostage long enough. We have sat around, trying to pay nice, just like the break we gave them with the DCEMS and we should see from that how nice they play. It doesn't even take into consideration what they have done since then. If you sense I am mad, then you got my point. Damn it, this has gone far enough.

If Barbara told there was not a job description for Donnie. Don't believe it. They had posted one when they were accepting apps. But as that was done; nothing has been followed.

I agree with "outsider". In the few DCAA meeting minutes that I posted, there is a statement that a job description exists and statements as to who responded to the posting, who was interviewed, and who was rejected.

Doddridge County Ambulance Authority Minutes October 22, 2009 (excerpts)

The Doddridge County Ambulance Authority (DCAA) held a regular board meeting on Thursday, October 22, 2009 at 6:00 P.M. at the Doddridge County Extension Office. Those present were Barbara Knight (who appeared by telephone), Clint Adams, Jack Powell, Lewis Swann. Absent were Dr. Newman, Ashley Gum, and Zona Hutson. Also present were J.T. Hodges and Lee Ann Ray from the Clarksburg Exponent Telegram

The meeting was called to order at 6:03 P.M. by Vice President Clint Adams due to the President’s appearance being by telephone.

The minutes from the last meeting (October 8, 2009) were read. Lewis Swann moved to approve the minutes as read. Jack Powell second, motion carried.

Committee Reports
Research Committee: Jack Powell,Lewis Swan, Barbara Knight and Ashley Gum

The research committee reported that they have visited Taylor County EMS. The research committee stated that Taylor County has a total of 30 employees and 7 medics. Taylor County receives $150,000.00 per year from tax money. They also have contracts with five nursing homes where they bill $1,500.00 to $4,500.00 per run. Taylor County also keeps a standby crew that they pay $1.00 per hour to be available on standby. Taylor County also sells a subscription to county residents for $30.00 per year which allows residents one ambulance run per year for one-half price. In 2004, the Taylor County squad went through a transition as well. In 2005, a new board was put in place. Taylor County averages about 200 runs per month. Taylor County does not have a director. There is another squad in Taylor County, it is located in Flemington.

The Research Committee also plans meetings with Wirt and Tyler County in the near future.

Old Business

Start up money

The County Commission will get us the start-up money that they have allocated to the Doddridge County Ambulance Authority. Treasurer Powell will get with Secretary Hutson and they will begin an account at the West Union Bank. The Authority discussed the possibility of a hold being placed on any check that was issued due to the amount of the check. The County Commission will require a yearly audit of the Ambulance Authority finances.

Director discussion

The Authority also discussed an exchange between Ambulance Authority member Jack Powell and the County Commission at the last County Commission meeting.

At the County Commission meeting the hiring of a director was discussed. The County Commission asked why we have not yet hired a director. We informed the County Commission that we are currently researching the job requirements for a director. Additionally, the County Commission stated that they would advertise for the Director. Also, the County Commission would pay the director and the Ambulance Authority would be responsible for selecting and hiring the director. The County Commission assured Jack Powell that the director would be working for the Ambulance Authority.
