I think the id's are a great idea. This also keeps disaster frauds from showing up to get money. A guy claiming to have a search dog showed up at Ground Zero and is now under federal indictment for taking FEMA funds (cite> USA vs. Scott Shields in US District Court, Southern Dist. NY). He lived in CT at the time of 911 and scammed FEMA for over 30,000 and the Red Cross for 10,000 to get an apartment in NYC six months after the Trade Center disaster happened. He goes to trial in November.
