Currituck County Ruritans: 60 years of service honored

I am satisfied in that some Ruritan Clubs in Currituck County have done much to respond to their community and their county. I find it strange, however, that Knotts Island Ruritan Club is in the Holland District which is Virginia. It separated itself from Currituck County District at inception thus from North Carolina and Currituck County.
As all Ruritan Clubs, it is a non-profit. Declared such by the IRS (Federal) and North Carolina Secretary of Commerce. This means that it gets tax advantages from the State of North Carolina which leads me to a question.
"Why are the citizens of Currituck County and the State of North Carolina liable for tax breaks rendered to a foreign or alien organization?"
