Sgt Shackle said, "that although criminalists request to go to training seminars, his superiors often deny the requests for budgetary reasons."

It's too bad that this guy is being raked over the coals for the shortcomings of his superiors. He obviously tried to improve the crime lab. But, if his superiors said no, what could he do? I think that the defense should call Shackle's old boss to the stand and ask him to explain. So, who was his boss? I believe Matt Bostrom was in charge of the crime lab for the last 6 years he spent at SPPD before he became sheriff. It will be interesting to see if the defense calls Bostrom to the stand.

Current Ramsey County Sheriff Matt Bostrom was in charge of the St. Paul Police Crime Lab for 6 years when he was assistant Chief in St. Paul. Every expert called to the stand has said SPPD crime lab is a disaster, unreliable and not valid.

Criminalist from SPPD Crime Lab: "She acknowledged there was no written protocol for the safekeeping of evidence, nor does the lab track when the equipment is cleaned. The lab also has no method to review a criminalist's work after the first year or so of training, and there are no internal audits or proficiency testing."

How in the world could this go on for so long? Total lack of oversight by their superiors!
Bostroms Crime Lab

I am a former SPPD officer, Bostrom did oversee the SPPD crime lab, we lacked (SOP) Standard Operating Procedure, policies, guidelines, training and equipment for years. They need to call Bostrom to the witness stand.
Also I do not appreciate Sheriff Bostrom's Office stating "they" use their own crime lab and have written policies and procedures for it, thats certianly news to me!
