Maybe somebody should look into Scott Manuel's backround, he has gone from job to job in the law enforcement industry. Maybe there is a reason he cannot stay one place........
How could he have gone from job to job in law enforcement when the story states he's been there 13 years?

People don't seem to understand how a man might work at a regional jail for 7 years, move on to a sheriff's office for 5 years, and then better themselves at yet another sheriff's office for 13 years. They often call it job hopping when they have an ulterior motive for posting in the first place. Probaby a supporter of the one that did the police brutality.

Yes I am a cop and I have witnessed wrongdoing by officers. Internal affairs investigated these incidents and when violations were proven the officers were terminated immediately. As I clearly stated a professional agency does not tolerate this behavior. Abuse of power is wrong. That is why the Culpeper Sheriff's office is in such turmoil. Coverups tarnish the whole office as this inmate abuse incident proves.

When you take the oath to protect and serve it is just that, an oath. You don't choose who you protect and serve, it is every citizen equally. A professional does not lose control and assault a fully restrained prisioner over and over for any reason. Would any of you like to see your loved one arrested and repeatedly slapped and punched in the face while they are handcuffed behind their back because the officer lacked self control. Didn't think so.....None of us has the right to abuse people in our custody, because then we are no different than the criminal. There is a thin blue line for sure......and we don't tolerate officers that cross that line and tarnish our reputation by abusing the power bestowed upon us. Dirty cops are not tolerated and should be weeded out. Culpeper needs a new Sheriff for sure!!!
only if you were my relative would i like to see you cuffed behind the back and then watch them slap the sh^t out of you.

Just the kind of retoric I'd expect from a cop. How does this make you feel? You wanna abuse someone now?

Maybe Iím reading into this to much. But honestly who cares what the inmate was serving his sentace for. Or what he did, prior to encouring the physical punishment. Everyone should more disturb that the sheriff fired one of his people for doing the right thing. I for one, hope that the deputie obtains good leagal counsel. And files a law suite against the county of culpper for the action of the sheriff!!
This sounds like great material for the next electtion.

Hiring an attorney would just be money wasted. A sheriff in Virginia can hire and fire at will, with or without cause. It's state law. For example, if a deputy comes to work one morning with mirrored sunglasses on, and the sheriff doesn't like them, the sheriff can fire him/her on the spot without even telling him/her why. Deputy sheriffs have been wrongfully terminated since Noah and the Ark, there's not a thing anybody can do about it.

I am sitting here reading the ridiculous comments and suggestions that any cop/ corrections officer should be held to any standard that any other citizen is held to is STUPID. It doesn't matter what puts that prisoner there, and if he dishes out insults ... the officers are taught to ignore their rants. FYI TO THE ONE COMMENT... NOT ALL PRISONERS HAVE DISEASES AND WHAT DEFINES HARDCORE TO YOU??? You seriously need to stop watching American jail... lol

You are correct in reference to the lawsuit...a lawsuit will be filed on behalf of Deputy Manuel. Hope and Change is partially correct in that a Sheriff can fire you for anything he wants to except.....where Federal Law supercedes the Sheriff's authority and a whistle blower is protected from being fired or retaliated against for reporting a serious criminal offense as in this case. That is why the Feds will be the lead agency handling this NOT the Va State Police. Branch crossed the line by firing those officers like Brock and Manuel for doing the right thing. The FBI has the dvd of the assault and is conducting the investigation.......Those people commenting on this and thinking it is alright or funny to assault a fully restrained person are wrong and I'm glad they are NOT in Law Enforcement.

Culpeper sheriff's dept. is famous for abuse. And shafting innocent people, just to close a case. doesn't matter if the person is guilty. Only matters that they can make them look guilty. Just look at the Earl Washington case. It is abuse! pure and simple. So why would you exspect anything else?

On March 11, 2013 at approximately between 13:45 hours and 14:15 hours, I Sylvia Denise Carpenter had just returned from Culpeper County General District Court for a hearing pertaining to a report of an EPO violation.
Upon my return, I was banging on the door to get the attention of the Culpeper County Jail Staff on Duty. As I banged the door within the "DRUNK TANK" someone on the 'other side of the door' BANGED even harder but gave no verbal.
IMMEDIATELY; two UNIFORMED DEPUTIES rushed into the door, first was a gentleman with a GOLD BAR on his collar IMMEDIATELY with FULL FORCE KICKED ME with his right foot into my LEFT SIDE between my hip and breast area!
I yelled instantly telling the GOLD BAR Deputy what gives him the right to kick me in my side! The Deputy fully entered the cell where I was placed and told me to stop banging on HIS DOOR with his TAZIER pointed at me...the second deputy was behind him without a word! Each Deputy that came to the door was advised...I asked for a Nurse, I was told that the Nurse would come. I checked out of the Culpeper County Jail at 22:07 on March 23, 2013.
I NEED this GOLD BAR DEPUTY NAME and I will PRESS CHARGE of "ASSAULT and BATTER"

Sylvia, write or send an email to your congressman about this. Talking to the right people with consistency will help.
