City passes dog tethering ordinance

The issue is those people that are not responsible City commissioners passed a dog tethering ordinance Tuesday, which will limit the amount of time a dog may be tied in Arkansas City. via Arkansas City Traveler

I think this is a good ideal,but on the other hand it will just give people a reason for having thier dogs loose also.And then if someone gets bit,What happens???Is the owner still held responsible??Or the city because it could'nt be tied that long.What is a person to do with thier dogs if not house broke and they have to work all day???Pay a big fine?Go to jail cause someone got bit?Or get thier animal taken by the city and get charge d with animal cruelity??Just some things to digest there.
