I think jobs could be save by cutting everybody's salary by 10%.

Cutting pay is not the answer. There are areas that can be cut, none of the choices are attractive. Funding workshops for teachers, removing the double dippers (retires) from the payroll, and thinning the meat from the central admin office are a few choices.
