Section 161.001 of the Texas Election Code states that a political party retains all of its inherent powers except as limited by the Election Code. Section 172.055(d)of the Texas Election Code does allow for the removal of a county chairman by the County Executive Committee. Both the county party and the state party have adopted Robert's Rules of Order Newly Revised. These rules prescribe the procedure to remove an officer. From an Republican in Upshur County.

Ain't gonna happen in corrupt Cherokee County, TX.
Deals have to be made; distractions have to be created; innocent people blamed as diversionary tactics... you know, classic Cherokee County corrupt politics 101.
Had DFPS looked the other way, do you think charges would have ever been introduced by the district attorney?
It was the city of Rusk and all the other nuts who were in-your-face promoting Chairman Looney in the newspapers at the same time they knew the DFPS inspectors were investigating his rental properties.
The problem is that these people have way too much time in their measly gov't jobs.
