I wish they would target lazy slobby people that trash their yards making it repulsively nasty for the whole neighborhood!

This is long overdue. Elmira has an abundance of absentee and slum lords that it's about time they were held accountable. Tenants should also be ticketed when they have an abundance of junk in their yard.
