People who have never been in the military don't seem to grasp how important it is to identify and record people's vital information. They should know that just because all you have is a pile of dead bodies, it doesn't mean you can simply wave it off. Each body is important to at least one other person, whether that person is a blood relative or simply an acquaintance who remembers them. The Department of Justice refers to illegal aliens who cross the border undetected as "not inspected." In others, they know nothing about this person. Those who enter with visas have been inspected and can be dealt with properly if they ever return to the US. In other words, it is now a necessary to spend time and resources investigation each and every uninspected alien sitting in jail for possible warrants, arrests, and previous deportation orders. Someone who is registered with government agencies simply has to be identified. It is better for the aliens because they don't have to face administrative abuse or remaining unjustly incarcerated. The penalty for illegal immigration is normally immediate deportation. Returning again may also yield the same punishment as long as the alien has not been accused or commited a crime during the time spent before rearrest. The process is a lot faster and more humane when identity documents and files are available
