Having laptops or iPads is fine but not during a public meeting. It is considered bad etiquette to be or appear to be distracted on your computer during a meeting. It appears to look like you are not paying attention to the person who holds the floor.
And if more than one County Commisioner is seen communicating on an electronic device, whether they are communicating to each other or not, it is up to the Commisioners in quest to prove their inncence or face a FOYA and/or possible subpeona request at every meeting. And that would cause a huge hassle besides a huge cost of county time.
Or they could just hang LCD screens on the fron of their desks to show what they are doing on the computers. Or provide a KeyLogger Report from every computer at the end of every meeting. A KeyLogger App records all key strokes and mouse clicks.
