Protecting Athens from Flooding

I think it's something that will be hard to do because Athens is right on the bank of the river. Perhaps the levee could be built up higher, but I don't know how it would hold up being built on top of the existing one.
Getting flooded out is kind of one of those risks you take when you live on or set up shop on the dry side of a dike. It's terrible what happened, but it's a chance you take - you just have to cross your fingers and hope the water stays in the river.
