It is actually a very simple solution; have transmitters installed within these emergency vehicles - as part of their communications system - that allow access under emergency conditions. Maintain the security, privacy and integrity of these communities while being able to maintain access. Look into other area's gated communities, family has never had a problem for over 30 years in one in NY.
