This was something that was voted on in 2006 with a completely different economy. The building of the flyover will not take care of the traffic on ether the Bluffton or Hilton Head side! How do you expect 4 lanes of traffic feeding into 2 lanes (the bridge) each way not to slow or stop traffic particularly in an emergency situation?
Give it up and spend the money where it is needed! Like the completion of the widening of 278 and the 278 bridge repare plus better access to I 95.

It seem like a new bridge(s) is needed or make the existing one double decker.

Just look at the proposal from a birds eye view - why would you jam traffic onto a bridge? The southern part of HH needs access and evacuation.
