This is a tax, call it what it is. And what exactly are they going to do with the extra tax dollars? What's next, taxing sun light? The residence of Charlottesville got what you voted for, you deserve it.

Do you get a discount if your storm water is already managed through drainage and or green roof technology? Why should residents pay for poor planning instead of requiring builder to implament solution upon new construction. Let be forward thinker and stop the gap solutions. Should fees be a matter that is voted on and not arbitrary?
We really need an elected Mayor!

Whats the city to say about all run off from city property, schools and such. Again the farmers get break for its their properties most often that drain cow sheet and fertilizer that cause the problems, that and RWSA that dumps raw sewage into the river every time it rains and no one says boo about that. If this tax fies it will be the property owners that can blame themselves for letting it happen.

This is pure, unadulterated bolshoi. Think of all the low-income people who live in the city and already paying outrageous personal property taxes. And now, you're going to start charging them for having a f**cking roof over their heads!? And how is that runoff contributing to pollution anyway? Some roofing granules might end up in the bay, but I don't recall the EPA classifying rocks as a pollutant. Driveways, parking lots and other surfaces where oil and other pollutants can runoff into storm drains kinda makes sense, but the fact they want to tax roofs is a clear sign it's just a money grab, and nothing to do with the environment.

For that matter, what about the Downtown Mall? And speaking of the mall, what about the property owners of "Historic buildings". Will they be charged for the roof space they cannot convert to a green roof because of the substantial structural changes required behind the facade of the building they aren't allowed to touch?

Yeh, what about Monticello, I believe its privately owned, and every drop that falls anywhere on that hill(not a mountain) goes strait to the bay. Oh, I guess its in the county so that rain doesn't count. What a pure crock.

Everry single church in the city, tho tax-exempt, will be required to pay this fee also. This means less money used for their ministries (such as soup kitchens and a place to sleep) for the less fortunate people of Charlottesville. No excuse for this tax!
