Until they fire the senior staff, it won't help. Corruption is a part of the culture there, and the senior staff tolerate, defend, and support it.

Has anyone noticed that the "reforms" have all been nothing but coverups for past behavior? The staff who helped the crooks get the contracts through the system are still there. Nothing has changed.

Did they finally fire Loren Imhoff of the purchasing department? That would solve a lot of problems.
