I suspect that they determine that the 'shooting in the back of the head' will ether be one of two things. Ether it was a forced execution style killing or the shooter had to sneak up behind the victom. Since there is apparently no defensive wounds and since the perps had no wounds I suspect it was a matter of one man keeping the attention of the victom while the other sneaked in from behind. I suppose that if the shooter got away with murder once before he may have thought it wasnt hard to do again. It is a shame that society let this go on so long that yet another person had to loose their life before they were put away.

I will add this tho. If the charges are federal, then the federal officers transport the inmate to the facillity and turn them over to the warden/or whoever. I'm not sure if they are federal inmates tho.
