HP N40L MicroServer USB Boot Issue

I am having issue with the N40L that it always tries to boot off USB first not matter how I set the bios. When the system determines that there is not OS on the USB it stops rather than continuing to the main boot drive. The USB is for backup and is formatted NTFS.
Has anyone else experienced this and what was the solution?
