"Xcel officials say rates will go up by 8% on Jan. 2. That would increase the monthly bill of an average customer by about $6."

"Xcel says if the commission approves final rates that are less than interim rates, customers will receive refunds with interest."

A blatant example of who's REALLY in charge of the electric rates. Cut out the 'middle man' and get a grid tied solar PV system and a net metering agreement with Xcel, decrease or eliminate your electric bill each month. Then the next time Xcel does the SDPUCs job for them, you are already insulated from the politics and rate increases.
