On the one hand, the NRC was pretty lame in failing to detect the reported sleeping after they were first alerted to it, requiring Beal to shoot the video as proof. On the other hand, sleeping guards in the almost-ready room are not as serious a safety violation as sleeping operators were years ago in the control room. Exelon was lax in responding to the concerns, and Wackenhut was utterly criminal in its attempt to urge Beal to "go along to get along". We hope lessons have been learned, or relearned.
