Medicare Part D customers enrolled in the PSC program

When is Walgreens going to stop letting Medicare Part D customers who already have the Wcard because someone enrolled them initially or let them renew it or allows them to continue to use it?
I did not enroll these people but when I see that people have an active Medicare Part D plan and a Walgreens card in their profile, and they are actively using both, what is the proper procedure to take?
Since the CNN story that Walgreens will pay governments $7.9 million in allowing people to get the $25 gift card to transfer presciptions who were ineligible for the card, I am very nervous about the whole thing and think it needs to stop. Now.
Maybe Walgreens needs to reimburse the customers for the cost of the membership and then cancel them?
It seems to me that there should be a flag set somewhere in their personal information so when you add a line to the 3rd party screen, there is flag that says whether or not the program is state or government funded prescription plan.(Some of the codes are difficult to identify for the state plans I think.)
Personally, I think Walgreens needs to come up with some other card for these people to get some savings in the front of the store that has nothing to do with prescriptions and Medicare part D. Charge them a nominal fee for it if you have to.$1 maybe?

That's a ticking time bomb.... Sucks too because many times the Psc card is less $$ then their med-d plan
