J2ME push registry with signed application and Location with cell id

I wrote an application that uses push registry, and I will sign my application if it can help me to get rid of permissions. Everytime my application wants to start, with push registry alarm or SMS, phone ask for openning. It couses some problem for this application. Can signing help to get over this problem?

And another problem is I can't get network location if phone user has selected gps location enabled. I want to get location with cell id, LAC, MNC vs. but I can't get LAC. Does signing my application helps to get LAC from phone?
