How do I stop getting a previous tenant's junk mail?

Once or twice a month I receive presorted standard mail (IE junk) addressed to the former tenants of my apartment. Mostly pre-approved credit offers and other garbage. I've tried writing "no longer at this address" on the envelope to no avail. I was even told by a mail carrier and a USPS customer service representative that the USPS has a legal obligation to deliver it to my address and that they cannot forward junk mail like this and that I should just recycle it (is this true? Because I thought throwing away other people's mail is against the law - does junk mail not count?).
I'm moving out in a couple weeks and being the nice person that I am I don't want the next tenant to be stuck with this crap. Is there any way to stop it?

Discarding 3rd class mail is not against the law,they do it at the Post Office everyday.(anything pre-sorted withoutstamp is 3rd class,including all junk mail).there is also a number to call so that you can stop receiving some junk mail.
