Private industry can pay whatever they want to their executives but when they come begging for taxpayer money expect these payments to be heavily scrutinized.
If the government has an ownership stake in a company they have every right to demand concessions. In effect, the government is the new "boss". Perhaps this will discourage private industry to come begging for taxpayer money in the future. One can only hope.
