That's ridiculous. She wasn't being obscene or revealing anything that would make, for example, a movie rated PG instead of G. The airline had no right to do that.
This article is written really strangely though.

the airline has a right to refuse services to anyone who doesnt comply with there standards

If everybody wore skimpy clothes, there would not be as much weight to carry and it would take less fuel and all are problems would be solved.
