Again, it's the system's fault. Where was his family? They know he's a drug addict. Does he have parents, brothers, sisters, cousins, etc. Did they all ignore his problems becuse it was easier for them? Why is it always "the systems" problem? Drop the ball in the family's lap. He wasn't born into a vaccuum. Let them answer for it. Why should the county or state have to assume responsibility? It's time to hold individuals and their families responsible and stop passing the buck to the "system."

Wow, what a surprise! The system failed again? So, I pay all this money in taxes for what? So, a drugged out moron, can run around town and do whatever his cowardly heart desires? A father is lost, and the system still doesn't change. Week after week, I hear a story just like this. Its getting a bit played out. Its time for a change.

Drug "treatment" is very limited for the average person. Unless you've got alot of money and can commit to a good long term facility, you are pretty much out of luck and with the huge influx of heroin it is only getting worse. Sorry to say that given the current climate and lack of decent facilities for the average addict, this guy should have been put back in jail.

Obviously, whatever we have in place now, ain't working. Anyone who's being treated for a drug or alcohol problem shouldn't be allowed to drive a car, until we're sure they no longer have a problem. And I don't mean suspend their license, because that certainly doesn't seem to work. Impound their car, if they own one, until such time they prove they're clean. If they drive anyway, it's got to be jail. What else should we do?

I hope Scott Foster's family sues and wins big bucks. Why the system gave this guy another chance after almost 20 years is criminal. He should have been jailed when he paid that drug test. I wonder if he had been black if he would have gotten the same treatment. I doubt it!

Should have hauled him back to jail or right into the detox. The parole officer shares the blame. System? The system's a bad joke

Felix M. Rosa and his parole officer should be fired for failing to protect the public from the dangers of John Licausi, a dangerous ex-convict who violated his parole.

Anyone on parole who fails the required drug tests should be jailed for a parole violation. Had this been the case here that family would not be burying there only surviving son and his children would still have a father. This system DOES NOT WORK and it needs to be overhauled completely! The family should hold the county responsible for this it is their fault they let this animal with no consideration for human life remain on the streets!!

Yeah, but if the law breaking criminal violated his parole, his rear should have been back in jail! This is the problem. It IS the systems fault. It IS the responsibility of the parole officer to put him back in jail where he belongs. Why should law abiding citizens keep paying with their lives for these idiots being out on parole or early release when they should clearly be in jail??!!??!! How many murdered citizens will it take before the government wakes up and realizes that this systems is simply not working?!?!?!?
