The University of Chicago is a private university and I imagine private contributions and gifts have always played a part in its finances; it was founded with Rockefeller money. The University of Illinois is a state university, a large percentage of whose funds must come from the state. Recent developments suggest that private universities now rely in significant part on state and federal funds, and that state universities have been increasingly courting private donors. Still, I know that many are grateful that state universities charge their in-state students much less tuition than private ones.
