"SDG&E officials contend that solar users, both residential and commercial, currently avoid paying their fair share for the upkeep of electrical infrastructure. They have proposed a “network use” charge based primarily on the ebb and flow of electricity."

SDG&E needs a board of directors change and a management change. "Upkeep of electrical structure".. Yeah right. SDG&E doesn't have to file EIRs, public land use agreements or install new power corridors when entities or individuals put in their own peak generation source of electricity. SDG&E doesn't have to maintain or repair the solar PV equipment of Wallmart or anyone else. So what is this fair share crap? SDG&E is getting a peak electricity generation source online for no cost to them and no infrastructure upgrades necessary.
