The headline of this article should be tank exchanges trimmed. It has to do with exchange tanks that are prefilled. It even states in the article that refill stations generally give the correct amount. Your headline is faulty and makes it sound like refill stations give you less gas for your money. It's only exchange tanks that are being shorted.

I recently bought a brand new grill with a full tank of gas from a gas dealer. My tank ran empty so I went to one of those exchange places to get a tank because the store where I originally bought the tank was closed. The exchange tank was old and had been recertified. It ran out much sooner than expected. When I brought it back for a refill at the original dealer they leaked tested it and found the seal inside the tank was leaking. So I bought a new tank and I'll never exchange it again. What a waste of money!!!!
