needs to get a giant container to surround the spill/former pump station with.
A giant heavy sort of giant higher than the water TANK.
Drop it over the problem
TOP OPEN bottom also open like a giant TIN CAn or GIANT water tank with ends open.
That will keep the oil from spewing all over and give them space and time to work attaching a pipe to get the oil with.

this way the workers can go inside the area and attach a new pipe to get the oil with.
like a giant VACUUM cleaner
a ginat VACUUM CLEANER is needed
a giant pump
