100% Auction is the clearest and most direct way of ensuring that the increased cost of energy is not borne by families that are already struggling to pay high utility prices. The main reason that the EU's system to address global climate change is a failure according to a Republican commissioned study by the GAO ( ) is precisely because the carbon credits were given away to the energy producers and not auctioned off.
